When Google tightened quality rules for new personal developer accounts, it introduced a concrete bar:
run a closed test with a minimum number of testers — widely rolled out as at least 12 testers,
opted in continuously for 14 days — before you can apply for production access. The number
exists to prove a real developer put a real app in front of real people.
Two details trip developers up. First, the count is about opted-in testers, not email addresses
on a list — each person must accept your invitation through the official opt-in link with the exact
Google account you invited. Second, the count must hold for the entire continuous window. If
three friends opt out on day nine, you may not have completed the requirement — and you often find out
only after losing two weeks.
